The second PADRION in-presence meeting was held in Elbasan on 29 and 30 May 2025.

This summit has been a key moment in consolidating the operational phase of the project.

The official signing ceremony of the Memorandum of Understanding (MoU) opened the event: this Memorandum enshrines the partners' commitment to share, develop and implement a common vision on effective digital policies and tools at a local level.

Lepida, as the frontrunner, coordinated the activities with a highly participatory and structured approach. 

The first day was dedicated to defining the contents of the Local Digital Agendas and the Communities of practice. 

Every partner worked in teams divided by Country, making it easier to better analyze the context and to identify the main actors of their own territory.

These tasks were supported by shared tools and a structured guide to their compilation. 

At the end of the activities, each partner received a template for pitch drafting. On the second day, partners were grouped around shared themes: strengthening digital skills of citizens and PA, connecting PA, business and citizens, digital inclusion of women.

These three topics represent the starting point for the co-design of digital tools to be tested in subsequent phases.
